Waist Size as a meausre of BF??

Is measuring waist size a good indication of body fat? I have a scales that "measures" bodyfat - but its quite erratic - I go from anywhere between 13% and 17%! So - I started measuring my waist size. Over the last few years - I've started to put on a bit of a "spare tyre" - so it seemed like a good indication? I try to measure at exactly the same point each time.

Over the last few months when I introduced more cardio and improved my diet I went from 38" to 36" and lost 6lb. At the same time my lifts stayed the same or increased slightly.

Now, I've changed to a new HIT Programme in the last month - I had been doing the same programme for 1 1/2 years (so in hindsight, I badly needed the change). I've started making some good gains on my lifts and my weight has gone up 3lb. However, my waist has stayed at approx 36".

So - is trying to guage my bodyfat level by my waist size a good way to measure? I know some people on here use calipers, but just curious if this is valid method also? If it is valid, it would seem I'm now gaining muscle while keeping my bodyfat relatively static - which is obviously quite a good thing?!?
