Advice on losing some weight so i can gain muscle

Hi,
Im 20 years of age, 5Ft 8 and weigh 168LBS, I'm looking at losing some weight mainly around my stomach and hips and then building up some muscle. To be hoenst i've not got a clue where to start. So any tips on what to eat and when, Tips on losing some weight through runing and swimming in the way of distance, times and type of sessions. And is it worth doing weights at this stage or do i need to lose some weight firstly if so what should i be doing in the gym in respect to what exercises and what weight/reps.

Sorry for being so clueless, any adivce will be greatly appreciated.
