Sustainable Body Fat Levels.

I've seen many references to bulking up and cutting down and get the general priciples. But for those of us who hate dieting, and I'm very much in that category, what is the minimum level of body fat that can be maintained with a sensible diet, whilst still packing on lean muscle.

I appreciate that there will not be one universal percentage for everyone but I'm curious to see what others manage.

I'm 16% body fat and can do with losing a bit more. I'm aiming for about 10-12%. I have some anoying loose skin around my lower abs due to losing 2 and a half stone in a couple of years. On a secondary note, anyone know any tips for sorting this out? I don't fancy surgery though!
