More specifically, the "wind****er" is a small falcon or kestrel, and, if you've ever seen one hover against the wind, you'll know how the little ****wind got its name. First recorded use of the word was in 1599 according to the OED:

The kistrilles or wind****ers that filling themselues with winde, fly against the winde euermore.

They were believed to engorge themselves with air to stay aloft and so were occasionally called windsuckers as well. The term wind****er quickly became an insult (meaning someone who was "puffed up" or full of himself). It was used that way by Ben Jonson and in the preface to Chapman's Iliad. By 1674 the bird was more commonly called the windhover. The change was fortuitous, because in the late 19th century, priest and poet Gerard Manley Hopkins was to write "The Windhover: To Christ Our Lord," a famous devotional poem that pictures Christ as a falcon. Hopkins made a point of using native Anglo-Saxon terminology as much as possible, but some things were surely too Anglo-Saxon even for him.
