Try some form of dips - either on a bench or full body dips. Also, if your gym has it, tricep pushdowns but with a rope rather than a bar.

Yah, close grip bench will spark them up some.
That is more compound of a exercise too. Dips are more compound as well.

But skull crushers will hit the bottom part of the arm alot.
If you do the skull crushers and go light and take the bar over your eyes you will feel alot of pressure on the elbo. So you will have to go really light to avoid elbo problems and bashing your face in.

Thanks for the help, I was thinking of using close grip bench .Will start to incorporate them in my routine this week..I was thinking this might effect the chest too much as my lower chest responds very quickly to exercise thats why I only do incline bench etc.

Smart man. Close grip benchs will help your overall bench(if you do bench) and will build the tries as well, like Jock stated. If you dont have lower tricept that might be because of your genetics. I dont have a low tricept as well.
The blast from the bottom of the close grip bench is were the lower tri kicks in, after that its all upper.

Have you considered that your genetics might be limiting the size of your "lower" tricep rather than the exercise selection? You can't change the shape of a muscle, only its size i am afraid. Building massive triceps is the only thing you can do to improve your situation.
