Well, you wont be able to build a pound of muscle a week.
You can lose between 1 to 1.5 lbs of fat a week.
Dieting you will lose some lean muscle mass but this can be minimised with exercise/weight lifting and keeping your protein at about 150 grams a day.

Either you are not dropping enough from your maintenance calories or you are eating foods that spike insulin and are storing that.

Eat each meal with a protein, fat, and a carb in it. Dont eat over 500 calories a sitting as this will raise blood sugars too and raise insulin.
Smaller meals and eating them more frequently will help with blood sugar levels being more stable.

Chromium helps to keep blood sugar levels stable.
Vanadium will help with sugar cravings.
Chickweed is a herb used in weight loss.
You can up the fiber too and this is good for dieting and slowing down absorption of the food leaving the stomach.
ZMA at bedtime wont hurt either.
