I sincerely doubt that this is anything to do with the previous owner. A BT account is personal to the person named on the bill, and when you moved they most likely renewed your contract for a 12- or 18-month minimum period. Now that you want to cancel the standard package that you signed up for, they can reasonably expect you to buy them out as compensation. Read the small print, they will have sent it to you when you moved and it should be available on their website. There will be a buy-out clause in there somewhere.
