Garlic will have just a little effect, but hawthorne might help out alot.
It takes about 3 days before it kicks in so tell him to take it for a while and just monitor things.

How high is his BP?

When you get older the elasticity in the arteries is not as good as when you are younger, due to this loss of flexibility you can have higher blood pressure, usually older folks get this.

It could be something wild like too acidic environment causing the kidneys to stress and elivate BP.
They probably have him on a diuretic and a beta blocker.
