The person with low bodyfat will put on more muscle than the person with higher percent of bodyfat when bulking. If you are 12 percent then by all means do a clean bulk. If you are 22 percent then by all means cut first before a clean bulk. | ^^^^ Totally agree assuming BB'ing is the goal.
