TENDON REHAB / PREHAB

Went to physio today for shoulder check up etc and got chatting about tendonitis and degenerative tendons etc, the physio was a really knowledgable chap and started talking about tendon rehabilitation and strengthening. I have a bit of a niggle on a bicep tendon and was told that I should use the eccentric motion of a dumbell curl to rehab the niggle, he also mentioned it is safe to goto 5/10 of my pain threshold. I have always been told to rest these sorts of injuries as they are supposedly caused by inflammation, this according to the physio is not neccessarily true (recent autopsies of damaged tendons etc) and eccentric rehab is the best way to treat this type of injury. Just wondered what the views on this are and if I should start this rehab or just rest.
