I no it doesnt but by increasing blood flow to the area should.
This is just what worked for me so i thought i would write it down and see if it works for others because i no how annoying this problem is.
Mostly pectoral imbalance can be from playin sport and always using your dominant hand. This can cause tricep to be stronger on one arm therefore take the stress off the dominant side.
