Just a quick look at your program mate and I would say the reason you struggle to grow IMO is that your are seriously over training!!!
Each muscle group should only be hit every 7-9 days and just looking at yours some parts get his 2-3 times week, when do you plan on letting the muscles recover as they dont grow when you train its when your resting you get the new muscle fibres growing...
Seriously mate try something like
Mon-Chest-Tri-Delts
Wed-All Legs
Fri-Back-Bis-Traps
Put the cardio in on days that you feel you can handle it but mate seriously need to cut back on the amount of times each week you train a body part....
If you have been following this forum closely you will see how many guys will tell you the same as me, I was doing the same as your for a long time and since cutting back on the amount i do I have had massive gains when compared to before..
