Measure your growth on the size of your chest, shoulders, back and quads - not your arms.
I've never seen a guy with a massive chest/back with small arms...

If you suspect you are over training your arms why not stop training them for a while and concentrate on your main lifts. If your arms again fail to grow then add in a set of curls. This way you'll know you aren't failing due to over training (your arms).

If your biceps are knackered by over training you are severely restricting your potential in other, more important (at this stage) lifts.
