doing cardio burns fat or muscle?

I read that when u do cardio in the morning it burns fat becasue there are no carbs in the body..i heard ya body turns to muscle if u r hungry..so when u do excercies like jogging i tohught that u would burn muscle rather than fat because fat is more important to your body rather than muscle can some one clear this for me ...does cardio burn muscle or fat?
