No question is a bad question

Sautee: it is a cooking of the vegetables to release their flavors and soften them before adding them in with other ingredients.

Chicken or Beef Boullion cubes - You can purchase them at the store.
Tescos stock cubes
Stock = liquid formed from cooking ingredients. Meat stock will have some fat in it. It adds flavor.

About adding the meat:

Usually you list the ingredients according to their order of use in a recipe. Then the directions will tell you how to prepare the ingredients.
I would add precooked meat to this stew. I usually cook the meat with the spices to get the flavor of the spices mixed with the meat before adding in the remaining ingredients to the dish.

1 chopped onion
3 cloves garlic
1/4 c water
1 lb minced meat
1 15oz can of tomato sauce

Sautee onion and garlic in 1/4 c water. Brown mince (cook till there is no more pink)
Drain fat from mince.
Add tomato sauce, etc...
