Funny thing about calves is heavy people almost always have big calves. Biggest calves I ever saw was on fat people men and women. I never work calves or neck but I do work arms. My calves, arms and neck are all the same size give or take about 1/8" pretty close for not working those groups of muscles. I think the body tends to try and keep itself all even. I can see the calves but the neck? The only work it gets is probably flexing from shurggs.
Calves, arms and neck should be all the same size for semitry.

This might be of some info. Calves have the most fascia in the body. Probably supporting the muscle from the entire weight of the body. Maybe it could be the fascia limiting growth. I dont know but when I am on cycle when I walk fast, I get the hugest pump in the calves and have to slow the walk down from the pain of the pump. Crazy.
