Yes, lower intensity cardio is good for fat burning, especially first thing in the morning.
However, fat loss is primarily about diet. Get your diet sorted and you'll get to where you want to be.
For cardio I tend to prefer less impact work than jogging - such as cycling or using the cross-trainer (i.e. things that are less harsh on your joints). Even brisk walking is good and less harsh on your joints than running. If you must run though, make sure it's on a softer surface.
