If it worked, how come it's almost £1 a litre now?
The price went down at that time because the price of crude oil fell. It just happened to be just after the strikes purely by coincidence. The government has always held the line that they will never give in to strikes... and rightly so... after all, if they gave in to this, then all anyone would have to do to get their way on any issue is cause a bunch of chaos.
